Delegates commented that the organisation didn't give incentives for the nations. The general structure of the "Intergovernmental Organization" is one that penalises nations that don't comply with their regulations. The drawbacks that the delegates found were mainly that the resolution depended on the countries agreeing to regulate their own source of revenue. The delegate was open to any and all amendments.
